Overview The City of Lynn seeks a thoughtful, conscientious, person-centered professional to serve as part of the team in our Personnel Department. The Human Resources Generalist will serve as a dedicated liaison to our satellite departments, assist with the growth of our orientation and training programs, strengthen our compliance and payroll processing efforts, and assist with screening, hiring, onboarding, and retaining employees.

Duties of the HR Specialist include, but are not limited to:

  • Work with the Personnel Director on matters related to employee recruitment, hiring procedures, benefits and other areas of personnel administration.
  • Coordinate work efforts with the Personnel Director and Administrative Assistant to ensure the effective and timely implementation of new and revised personnel programs, policies and procedures.
  • Serve as a point of contact for city departments located outside of City Hall, including establishing a consistent staff presence in satellite locations. Includes providing on-site assistance to employees with benefit questions and support to department heads and supervisors with regard to the progressive discipline process.
  • Coordinate City’s compliance with the Affordable Care Act in collaboration with the Chief Financial Officer and City Treasurer/Collector.
  • Assist Personnel Director with investigations of employee conduct related to the violation of City policy and/or collective bargaining agreements.
  • Staff lead for the new employee orientation process, including the coordination of initial trainings on workplace conduct and city policies along with the Personnel Director.
  • Work with the Personnel Director and City Treasurer/Collector to streamline and consolidate payroll operations.
  • Review job applications, participate in the interview process as needed, and ensure consistency with the municipal hiring process established by the Mayor.
  • Provide support, as needed, to the Personnel Director and City Labor Counsel related to the negotiation of collective bargaining agreements.
  • Keep apprised of any and all applicable changes to state and federal law related to employment and the workforce. 
  • Ability to manage and receive confidential information, as well as exercising discretion, in all matters related to the City’s workforce.
  • Bachelor’s Degree in business management, human resources administration, or relevant field preferred.
  • 1-2 years of relevant human resources experience in a municipal/government setting preferred.  
  • Any equivalent combination of relevant education and experience.
  • Excellent interpersonal and organizational skills.
  • Bilingual/bicultural applicants are strongly encouraged to apply. 
  • Experience with MUNIS software a plus.
  • City residency required within six months of hire.
