Overview The Office of Economic and Community Development (OECD) seeks a highly-organized, detail-oriented, diligent professional to serve as Assistant Financial Manager. The Assistant Financial Manager is responsible for a variety of financial management functions.   This individual will assist in the oversight of various OECD financial transactions, reports and data bases, HUD’s IDIS plans, the annual action plan, and the consolidated plan; the administration and coordination of the accounts payable and account receivable process; and the financial management of the Seaport Marina and the Lynn Auditorium.
Duties and Responsibilities include, but are not limited to
  • Assist in the oversight of all aspects of financial management for the department including;
    • Financial management policies and procedures
    • Accounting fund control and disbursements
    • Accounts receivable
    • Accounts Payable
    • Program income/revolving loans
    • Purchase orders/obligation approvals
    • Approval of department expense activity
    • Procurement activity
    • Review, approve, and process payment requests for grant and non-grant related activities
  • Maintain all OECD related financial records and related system applications.
  • Review activities for debarred contractors.
  • Assist with reconcilement of financial records.
  • Assist with processing and reviewing reimbursement requests.
  • Determine appropriate and available funding sources and account codes for OECD contracts, subrecipient agreements, and requisitions as needed.
  • Assist with implementation of subrecipient contracts and reimbursement payment for subrecipient activities.
  • Assist in the maintenance of contract records and other supporting documentation.  
  • Provide administrative and project related support as needed.
  • Assist with internal audits and regulatory agency reviews as needed.
  • Assists with oversight Seaport Landing Marina slip rentals; payment processing, contracts, accounts receivable, aging/delinquencies.
  • Assist with financial management activities for Lynn Auditorium.
  • IDIS end user for financial management activities (e.g. drawdowns), entry of consolidated plan information, maintenance, and updates throughout plan year.
  • Assist with preparation of records for activity allocation relative to staff.
  • Assist with payroll processing.
  • Prepare financial management reports as requested (e.g. monthly budget reports, reconciliation reports, HUD reports).
  • Assists with various internal and external requests for information or clarification of OECD related financial office information.
  • Assist with the oversight of office supply and related material procurement process in accordance with establish policies and procedures.
  • Attend OECD meetings and or trainings.
  • May perform special projects, tasks or activities as required or requested by the Financial Office Manager, Community Development Coordinator, OECD Director.
  • Other duties as assigned.
  • Serves as backup for Financial Office Manager.

Preferred Education and Qualifications

  • Bachelor’s degree in Accounting, Business Administration, Public Administration, or related field. 
  • Good communication skills and excellent writing skills in order to take on and complete grant applications and or specifications.
  • Experience with tracking and maintaining budgets.
  • MS Office, MS Excel Proficiency preferred. Experience with MUNIS software highly desirable.
  • The successful candidate will be highly organized, detail-oriented, and a proficient multitasker.
