Oversees the development of the Consolidated Plan (CP), Annual Action Plan (AAP) and Consolidated Annual Performance and Evaluation Report (CAPER) for Lynn, as required by the Department of Housing and Urban Development (HUD)
Ensures compliance with applicable laws and regulations and implements projects and programs in a timely fashion based on HUD program requirements. Should have a working knowledge of applicable HUD Entitlement Grant regulations, including those set forth in 24 Code of Federal Regulations.
Advises the Director of the Office of Community Development on HUD compliance matters related to eligible activity determinations, funding cap limitations, low and moderate income applicability, national objective citations, environmental review determinations, etc.
Works with the Director of the Office of Community Development (OECD) and the Lynn Housing Authority and Neighborhood Development (LHAND) to develop and recommend an annual budget for Lynn’s Community Development Block Grant (CDBG) Program, HOME Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG) Program.
Conducts public hearings with the Citizens Advisory Board (CAB) and the Lynn City Council to encourage citizen participation in the preparation of the CP, AAP and CAPER.
Oversees the preparation and submission of all required reports, correspondence and procedures related to the implementation of the CDBG, HOME and ESG Programs
Oversees the inputting of data into HUD’s Integrated Disbursement Information System (IDIS) and the collection of homeless data in the Homeless Management Information System (HMIS)
Attends all applicable training sessions, workshops and conferences related the HUD’s activities and programs
Fosters open communication and a cooperative working relationship with HUD representatives at the Boston Regional Office and the HUD Federal Office in Washington.
